Project objectives

·       To improve the accreditation, licensing and ranking procedures for Ukrainian universities towards transparency using new ontology-based information technology.

·       To train the target groups of Ministry officials and University administrators,

·       To develop the transparent documentation and online distance training system for fast retraining of personnel.

Activities

 

18-19 June 2007: Coordination meeting

 

Within TEMPUS project SM_SCM-T020B06-2006 (UA) “TOWARDS TRANSPARENT ONTOLOGY-BASED ACCREDITATION” funded by European Commission study of European practices of accreditation (concepts, principals, criteria and procedures) based on the experience of the countries – project consortium members – Finland, France and Spain, and applying the best practices to improve the accreditation, licensing and ranking procedures for Ukrainian universities was planned. Employee of KNURE and Ministry of Science and Education officials discussed a list of issues to be done during the project execution: to study the procedures of education quality assessment and its components in the University of Jyvaskyla, Finland, ITIN, France and University of Malaga, Spain; improve the procedures of licensing and accreditation of universities  based on the analysis of the experience of European universities of Finland, France and Spain on education quality assurance; develop a prototype of the Ontology-based portal of MESU for informational support for the procedures of licensing and accreditation and corresponding manuals on applying this portal; hold trainings and seminars for MESU key personnel and representatives of Ukrainian universities on dissemination of the project results in Ukraine.

Within coordination meeting a report “Objective quality assessment: the only way to international acknowledgement of Ukrainian education” was given by prof. V. Terziyan.

·      A report by the vice-rector of University of Jyvaskyla Timo Tiihonen “Problems of quotas allotment for students of different specialties; similarities and differences in accreditation and evaluation for public and private universities.”

·      A report “Introduction of the quality control procedures” by the head of the department of education quality assurance Pirjo Halonen.

·     A report “Study of issues of life-long study quality assurance and licensing procedures of postgraduate education” by the head of MBA programme, Ari Manninen.

·      A report of Timo Taskinen,  senior technology adviser of TEKES (the Finnish Funding Agency for Technology and Innovation) “An introduction to the research and innovation funding in Finland” and discussion of interconnections in the system “Curriculum – qualification - job”.
